Is Phuket more expensive than Pattaya?

For most foreign long-stay budgets, yes. Phuket usually costs more for rent near desirable areas, taxis, beach-zone restaurants, imported groceries and tourist-facing services. Pattaya can also become expensive, but it gives more ways to live outside the premium strip while keeping access to hospitals, malls and Bangkok.
